Dr. Owen came to IPFW in 1973 and retired in 2001 as an associate professor emeritus of public and environmental affairs. He received degrees from Indiana University (B.S., 1963) and University of Notre Dame (M.A., 1967; Ph.D., 1973). His areas of research were state and local government and urban development. He received a Fulbright award in 1991 to lecture in Poland on urban government and received the School of Public and Environmental Affairs Excellence in Teaching Award in 1988, 1990 and 1993. He served on numerous Fort Wayne community boards and commissions on which he served as an officer or Director as well. In 2001 he became one of the Honorary Lifetime Alumni Board Members.
